Directory > New > Package > Specify 'org.eclipse.tests.verification.hooks'
as the name of the package > Finish.
5.. Create the automated test suite: File Menu > New > Other > Test >
Select TPTP Automated GUI Test (see figure 2.1) > Next. The first wizard
page will allow you to specify the location of the class that will contain
methods corresponding to each inserted verification hook.

You probably don't have the right combination of drivers and dependencies.
Here's what you need from
http://www.eclipse.org/tptp/home/downloads/downloads.php:

1) Download All - Runtime under "TPTP Runtime and SDK"
2) Download AGR under "Technology Preview" "Automated GUI Recording"
3) Download "Eclipse SDK 3.2.1" and "Eclipse Modeling Framework (EMF and
XSD) SDK" under "Requirements"
