How do I show the browser view within Eclipse, without running a Servlet or a JSP?

Not totally certain what you mean. However, if you right-click a file
the browser understands, such as a file ending in .html, in the
Project/Package Explorer, you can choose Open With... Web Browser.

Is this what you're after?

Thanks Russell for your reply,

I want to show the Web Browser view by selecting Window -> Show View from the main menu, not by opening a page. I want to show an empty browser view so that I can enter any URL I want.

workbenchPage.showView("org.eclipse.ui.browser.view");
