Hi! I know its a really late reply, but it might anyway help people stuck on this problem.

I had the same problem, running on an Eclipse Indigo 3.7.2 (Build id: 20120216-1857)
For me just installing those two things was enough :

- Eclipse RCP Plug-in Developer Resources
- Eclipse Plug-in Development Environment

(Windows -> install new software -> "http: //download.eclipse.org/releases/indigo")

Hope it might help someone...
