as attached, in birt designer, if view in html format, the figure can show completely (e.g. 100.0), but if view in pdf format, the figure cannot show compeltely for the same report, what is the cause of this problem and how to fix it?

This looks like a space issue with the size of the pdf page. Can you
try setting the footer size in the master page to a small value? You
may also want to shrink the header a bit.

I think the horizontal size is not enough to output the column, not the vertical size, anyway, why in html, the report can show completely? is the html format cannot fit in one page?

It may be but it looked to me the table was completely in the pdf. In
later versions of BIRT you can set fixed or auto layout. In fixed
layout the PDF and HTML are very close in appearance.

but in HTML format, the table cannot show in one page, I see there is a horizontal scrollbar in the bottom, is this mean the html cannot be shown in one page?

If you look at the master page you can set the size of the output page.
You should then be able to size the table to be inside that size.
