For format number, choose format as "Fixed", in Fixed Settings, choose decimals places = 1.
what is doing in background? round or truncate? using javascript or java BigDecimal object?

BigDecimal. Look at the the NumberFormatter class in the source. It is
in the org.eclipse.birt.core.format package in the org.eclipse.birt.core
plugin.
