I believe that it's part of the Web Standard Tools project (under WebTools).

If you hit CTRL+3 and type "open web browser", you'll find the command.

You can also add it to your perspective using the "Window > Customize
Perpective" menu option, switch to the "Commands" tab, and tick the "Web
Browser" command group.

Thank you very much that is what I need. I thought that is part of WST but I couldn't find it.

I'm not a developer on wst. I suggest that you pose this question on
eclipse.webtools.
