First of all, this isn't a forum for questions about developing for Android. Instead, use one of the Android-specific forums. Here are some links to help you find a better place:

The Android Development Tools (ADT) is built on Eclipse, but it's a product of a third-party (Google/Android) and is NOT supported by eclipse.org.

Having said that...
The new Eclipse Andmore project's goal is to provide Android development tools for Eclipse. Andmore contains all the functionality and features of Android Developer Tools, plus a lot more. You can read about the project here:
