Created and exported a local Plugin for accessing sql functions in a BIRT report. The methods are accessible thru Expression Builder, BIRT Functions. The majority of the Report Team uses the Report Designer (only) for report creation and maintenance. Some members have the Full Eclipse Development App as well as the Report Designer only view. We have discovered that only those team members who have the full Eclipse Application and the Report Designer view can see the new method in the Expression Builder of Report Designer.
Everyone has been instructed to place the plugin in the plugins directories of Report Designer, Framework and Runtime-WEB-INF and Runtime-ReportEngine.
The manifest is as follows:
Manifest-Version: 1.0
Bundle-ManifestVersion: 2
Bundle-Name: %Bundle-Name
Bundle-SymbolicName: CommonReportFunctions;singleton:=true
Bundle-Version: 1.0.0.qualifier
Bundle-Activator: commonreportfunctions.Activator

lib/ojdbc14.jar

It is a very simple method accessing a function in the database. There are only two extensions, org.eclipse.vbirt.core.ScriptFunctionService and org.eclipse.birt.report.data.oda.jdbc.driverinfo.
The dependencies are org.eclipse.core.runtime, org.eclipse.birt.core and org.eclipse.birt.report.data.oda.jbdc.
Runtime classpath includes a lib folder containing ojdbc14.jar. That is about it.
Any Ideas?

On the installs that are failing can you look at the .log file in the
workspace and see if a an error is listed?

Thank you for your rapid response. There were no log files indicating an error. BIRT did not seem to be finding the plugin jar files. The issue was resolved by installing 32 bit Java. After this the new Categories added to the Expression Builder in our plug in were visible and functional.
