Hi,

Is there a command / key shortcut to cycle through the tab folders on
the workbench page ? I can't find one from the descriptions.

Go to Preferences>General>Keys ... it's called Next Tab and Previous Tab.

No, that switch between tabs on the same stack, I want to cycle through
the view stacks. For example, with the default layout where you have
package explorer on the left, console + others on the bottom and outline
on the right, I want to cycle between left, bottom and right stacks,
focusing on the currently visible view on each stack.

There's no default command to do that. The option available is
CTRL+F7/CTRL+SHIFT+F7 which walks through a MRU list of views (but not
just the stacks).
