We are pleased to announce that the first release candidate for Mylyn 3.1 is
now available and supports Eclipse 3.5M5, 3.4 and 3.3. The release is
installable from the weekly update sites:

download.eclipse.org/tools/mylyn/update/weekly/e3.4 (Eclipse 3.5 and 3.4)
download.eclipse.org/tools/mylyn/update/weekly/e3.3 (Eclipse 3.3)

download.eclipse.org/tools/mylyn/update/weekly/extras (Eclipse 3.5, 3.4
and 3.3)

The New & Noteworthy has an overview of the most noticeable features added
in this release which includes support for rendering wiki markup,
integrated help, enhancements of the task editor, Bugzilla, JIRA and more:

So will you backport the Babel translation saying version 3.2 at the moment
for 3.1?
Or is 3.2 going to be the target release for Galileo in the end anyway?

As you may know, any Eclipse subproject without Babel translation at least
a base support and being registered with the Babel translator may not
qualify for Galileo release train...?!
While Babel committer and Language Champion I don't know if the PMO might
judge mildly based on ANY entry for a project, but personally I would
interpret it so that the same release meant for Galileo shall also be listed
with Babel.

You are also German speaking, so please take the advise, that some of the
initial (maybe auto-generated?) messages are still pretty bad quality.
Some are translated, others still use the English term. And Singular/Plural
are also applied improperly. I guess I may check the German ones, but
won't be able to do for many other languages which may have the same
problem.

Yes, 3.2 is the Mylyn version that will be released as part of the Galileo
train. We do not have plans to make language bundles available for 3.1 at
the moment.

We are aware of that. You can track Mylyn's participation in the Galileo
train on this bug report and its subtasks:

253578: manage Mylyn participation in Galileo
https://bugs.eclipse.org/bugs/show_bug.cgi?id=253578

Integration with Babel is specifically tracked on this bug report:

254176: Localization - Babel
https://bugs.eclipse.org/bugs/show_bug.cgi?id=254176

Please fee free to comment on the bug reports above or raise this with the
PMO if you believe that Mylyn is not meeting its Galileo requirements.

I haven't had time to work on the German translation so far. If messages
have been translated this may be auto-generated or translations may have
been contributed by others.

I concur that the plural handling is suboptimal in some instances in the
Mylyn code but haven't found any helpful information how to do that
properly with ICU4J. I saw that platform sometimes uses two different
strings for a single item and multiple items. While this works for some
languages others have much more complex plural rules. Other translation
frameworks such as Gettext have explicit support for that. Do you have any
good pointers or recommendations how to handle plurals in Eclipse?

Not really, as currently there are no reusable strings in Eclipse at the
moment.
Even strings like "Eclipse.org" are used by a lot of plugins separately. So
in some cases 2 strings may be the only solution.
I checked a few translations and corrected them where my time allows it so
far. As the actual release of 3.2 still seems a little while away, I hope,
contributions by others may assisted or reviewed by Language Champions make
the translation complete enough...

I saw, ICU4J has some generic frameworks to handle singular/plural e.g. with
Enumerations or Collections, but generally I have not seen that much support
either.
Besides, a few strings inside ICU4J are a little rough or incomplete, too.
Especially holidays among others.
