To Have to set up my maven project so that the scm configuration(in pom.xml file) points to a local repository

i hv seen an example to do this from the following site:

but in this example i m unable to understand the scm tag and their sub tags how can i implement this...
do u have any solution for this problem

my repository location is E:\my-app-repos (created using svn tortoise)

when i hv changed in scm tag in pom.xml file
then by using (mvn release:prepare)

command i m getting BUILD FAILER error
