I would like to load some additional data during the application loading phase where the splash screen and progress bar are displayed so that I can notify the user that the data is being loaded and add it to the progress bar process.

Is this possible? How?

You may want to consult the API to provide a splash handler which is
possible via the org.eclipse.ui.splashHandlers extension point.
