I'm not sure which project contributes that. If you have it working
somewhere, you could use PDE Spy to try to determine where it's coming
from and then make sure you install that bundle/feature in your IDE.

I don't think EMF ships with this ability but maybe you're looking for the M2M/QVT Declarative Model Registry I quickly
