p2 UI Update command - "Cannot create an update wizard on an unresolved operation" [message #630723]

I have tried to setup the p2 UI with my RCP app to get the application able
to update using a single predefined update site.

When i try to do an update (I have my own version of UpdateHandler, based on
the code at this site:
http://wiki.eclipse.org/Equinox/p2/Adding_Self-Update_to_an_ RCP_Application#Updating_from_the_Cloud, I
get this exception:

"Cannot create an update wizard on an unresolved operation"

The Install command which brings up the familiar software sites works as
expected.

Any ideas about this "Cannot create an update wizard on an unresolved
operation" exception?
