Unfortunately no, not yet.

There is an existing enhancement request for this, however:

Please add yourself to/vote for this bug to convey your desire for this.

Those of us without a license to Sametime and an account with some
Sametime server/service cannot really develop and test a Sametime
provider on our own.

We would very much welcome a community contribution of a Sametime
provider, and would support the development of it as much as possible.
