Hit reload on Target platform after a new plugin has been exported [message #598871]

I m using the Target Platform with a directory that contains all the OSGI
bundles required. After I m done working on a bundle, I deploy it
manually using export-bundle to that directory. Then shut down that
project and move on to the next project.

What I m noticing is that this new project cannot reference the new
bundle unless I goto Target Platform and hit reload. Is that by design or
a bug?
