For XWT editor palette use org.eclipse.e4.xwt.vex.customPalette extension point.

But, how to add custom widgets to XWT "designer" palette.

Use the same concept, but the EP is in the bundle
"org.eclipse.e4.xwt.tools.ui.palette"
