In direct answer to your question, yes SOAP is being considered.
Specifically, we are considering implementing an ECF provider using
SOAP. This would allow ECF client applications to interact with
SOAP-based services via ECF-provided api.
Due to team resource limitations, it may not be the first provider
implementation we are able to implement, however. This is the reason
for its not appearing in the docs at this point. If you and/or others
would be willing to take on such a task (creating an ECF provider out of
an existing open source implementation of SOAP protocols...e.g. Apache
Axis) then we would likely be able to welcome such an effort directly
Please let us know if you would like to do this...given the availability
of SOAP implementations in java, it would likely be straightforward
technically. If you would like to do this please try to coordinate with
the ECF team about selection of SOAP implementations, etc. so that we
can verify the licensing and it's appropriateness to Eclipse Foundation
