I have seen

Some time ago it was possible to download the application which allowed
to make such diagramms. Isn't it still possible.

Is there such a -> graphical tools to develop UML models <- maybe an
alpha version.

We are developing something like an OCL catalog for UML2, to define
metrics and checks and so on.
Maybe this would also be interesting for you.
