Why is bundle org.apache.commons.discovery not provided as jar bundle instead of unpacked folder? [message #563727]

Hello all,

we noticed that bundle org.apache.commons.discovery is not provided as
jared bundle. All other apache commons bundles can directly be used as
jars without the need to unpack them within an Eclipse installation.

Is there a special reason for this?
