Hi,

There are a number of libraries with a rather restrictive license.
I don't believe that mysql-connector.jar for example would ever be approved.

It would be great to have a maven/ibiblio like mechanism to specify such
dependencies and let a framework download the jars at the user side.

Could this be in the scope of this project?
