this single hit and I didn't find any other resource that helped
explaining it.

In workbench mode the help system allows a help page to contain a link which can launch a command. See http://help.eclipse.org/helios/topic/org.eclipse.platform.do c.isv/guide/ua_help_content_command.htm for more information. This allows for help pages which have a hyperlink which can open a preference dialog or perform some other action which is available as a command.

In infocenter mode this is not supported for security reasons and because it does not make sense for a web client to be initiating a command on the server.
