We have an RCP application that, unlike eclipse, allows two running
instances to use the same workspace location. How can I prevent this and
produce the same "Workspace Unavailable" error dialog? If it's default
behavior, what might we be doing wrong that allows two instances to use
the same workspace?

You could retrieve the location of the workspace and call the method lock() on Location
