Hi,

Since I started using a 64bit version of Windows7 I'm missing the
ability to provide my master password through the Windows login system.
It's rather annoying that I have to go through the password dialog each
time I start Eclipse. Am I doing something wrong or do I need to take
additional actions?

No, nothing you did wrong. The fragments do not exist for 64bit windows. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=226482
