You might find more answers in the STP forum:
http://www.eclipse.org/forums/eclipse.stp . Off hand it looks like it
is not compatible with the javax.wsdl bundle that has been loaded into
the VM.

solved:

*install eclipse SOA GALILEO
*add bpel plug-in at http://swordfish-tooling.googlecode.com/svn/trunk/org.eclips e.swordfish.third-parties/bpel/ (help/install new software/add url/select bpel)

As reminder http://people.apache.org/~vanto/HelloWorld-BPELDesignerAndOD E.pdf is a good tutorial of how to create a bpel sample

The fix was found at http://wiki.eclipse.org/Swordfish_Documentation:_Installing_ BPEL_Designer_in_Galileo
