See this Tasktop bug:

356: Adjustment to time made in Time Spent Report does not propagate to the Active Time for the Task?
https://tasktop.com/bugs/show_bug.cgi?id=356

Basically, this feature is currently not supported. And I did not find any bug for Mylyn, just for
Tasktop (the commercial extension of Mylyn). So please feel free to comment and to file a Mylyn bug.
Please put me on Cc: in the latter case.

I guess this is also part of Tasktop now.

Please feel free to vote and add your requirements to the bug.

The task activity reports are no longer supported and are now part of the UI
Experiments feature available from the Mylyn incubator update site. As
Joerg points out time reporting functionality is also available in Tasktop
which offers more detailed graphical reports.
