Shouldn't there be something, like an example of date maybe?

The red part. What is its purpose?

It seems it was put there for some reason. But then forgotten about. It is empty all the time.

Hello David,

Do you mean Date Formats section in Windows/Preferences/Team/SVN in View
Settings tab? If it is, then input field near date format combo becomes
enabled for 'Custom date' format.

Yes, thats it.
I expected an example diplay of a date in the selected format, as:
- that is how most other similar programs work (like the Control Panel / Regional settings in Windows)
- there is no label or tool-tip to explain otherwise
