Hello,

I am happy there is some progress on Multi-Locale finally. I wonder,
though, why this support is not on by default? Why do we have to specify
command line or Java system properties for it? Wouldn't it be simpler to
just look for a LocaleProvider and use it unless there is
eclipse.registry.MultiLanguage=false?

Having multi-lolcale enabled impacts perofrmance - both by using more memory
and by doing more lookups. Happily, most people don't need to see half of
their menus in English, half in French, so having a flag that needs to be
set to enable it (say, for server-side installations) works well.
