TPTP Build-to-Manage is moving to As-Is [message #500378]

Due to the lack of development resource to support the subject component,
TPTP PMC has decided to move the TPTP Build-to-Manage offerings to As-Is
component starting TPTP release 4.7.0. The component will no longer be
supported by TPTP(for example, defects, newsgroup and mailing lists) . There
is no commitment to triage or resolve open defects.
