If you want to make the XML editor default for all such files you can go
to Windows->Preferences->General->Editors->File Associations and select
"*.xml" in the top list, "XML Editor" in the bottom list and select the
Make Default button. This makes the standard XML editor the default one
that is opened on a faces-config.xml file when you double click it in the
Navigator.
Note however, that for all XML files that have different associated
editors, you will now need to right-click on the file navigator if you
want to get a different editor.

I'm not sure about disabling, but by using the "Open with" context menu,
you could choose the XML editor.
Why not simply switch to Source view within the Faces Config Editor?
