I'm using helpData.xml to hide a TOC, but as a result it also hides its
sub-TOCs. I want to keep the sub-TOCs displayed.

This is my TOC structure:

pluginA\toc1
pluginB\toc2
pluginC\toc3

All three TOCs are primary.

I can use helpData.xml to hide toc1, but then toc2 and toc3 are also
hidden.

However, if I just remove pluginA, then toc2 and toc3 are displayed, which
is what I want.

In previous versions of Eclipse (3.2), I could use ignoredTOCS= to hide
toc1, and toc2 and toc3 would be displayed.
