Did you try out to download and include the language packs for the BIRT framework from http://download.eclipse.org/birt/downloads/lang.php (NLpack2a for Turkish).

Additionaly you can download for the Eclipse IDE (including the plugins) the language packs from http://babel.eclipse.org/babel/.

Otherwise, try to configure the servlet container to your required language.
