I decided to download the latest eclipse bundle with BIRT reporting from
eclipse downloads and BIRT seems to be horribly broken. I do the same
stuff I did in BIRT 2.3.2 for adding a JDBC datasource for oracle, and it
fails with some cryptic error "BIRT Message file 'oracle.net.mesg.Message'
is missing" and then I do it with postgres and push test connection and it
never returns....luckily test connection was non-blocking so I could
cancel out of the dialog. All in all, are other people actually seeing
this thing work at all?

Dean,

I have not seen this issue with the 2.5 build. Can you retry
downloading and starting with a -clean option?
