Later today XDCtools 3.15.03 will be released and will be freely
available from
http://software-dl.ti.com/dsps/dsps_public_sw/sdo_sb/targetc ontent/rtsc
_without_ any registration requirements.

For completeness, this distribution contains some non-EPL components
(such as GNU make) but all TI proprietary licenses have been replaced
with either EPL or EDL licenses.

One small step to getting the tools fully open source.
