You'll have problems installing the JAX-WS features from that update site if you are using the Eclipse JEE package.
It works if you're using an Eclipse 3.5.x install that you've configured yourself i.e. installing WTP and it's pre-reqs into the dropins folder.
For the Eclipse 3.5.x Java EE package you can download a zipped P2 repository that's produced as part of the WTP build which contains the JAX-WS features.
