Cannot create web project [message #197998]

I tried WTP+Eclipse all-in-one install (released on June 26), I also tried
Eclipse for J2EE Developer (version 3.3) then installed WTP package via
software update. In both cases, when I started Eclipse and tried to create
a web project by going to File > New > Other, I did not see any choice for
for project. The menu items for web project did not appear!

I use JDK 1.6. I don't think this should affect eclipse.

Any idea about how I can get Web Project menu items to show up?
