Cannot install Birt on Eclipse 4.2.1 Juno [message #986115]

I downloaded the zip.
I followed the directions by creating a link file.

Nothing.

I then copied the files directly into the eclipse folder's plugins and features directories.

Nothing.

How exactly do you install Birt on Eclipse Juno 4.2.1?
