404 /soap/servlet/rpcrouter when run web services explorer in Eclipse [message #218171]

Hi all,
i need to run online web service using web service explorer in Eclipse.
but my problem now: when i lunch the web service explorer &
write the url of the web service, then select one of the operations under
this service. when i run this operation the following exception appears:
IWAB0135E An unexpected error has occurred. 404 /soap/servlet/rpcrouter

please, i consume more time to solve this problem but till now didn't
reach to any solution. waiting for any help...
