Eclipse 3.3 Junit test runner restarts server always. [message #194718]

I am running Junit test cases that uses the Webservice running from the
tomcat server.

Every time when Junit runs Eclipse 3.3 restarts server and this causes Junit
test case to fail since the resync is in progress and server is not ready
yet when test is actually runs.

Does Eclipse 3.3 has the configurables to disable this so that server does
not get restarted in every junit test ?
