JSP Editor no longer available for JSP files [message #191958]

I created a new workspace and imported existing projects.
Now when I attempt to open JSP files, they open with the text editor
instead of the JSP editor. The JSP editor is not an option in "Open With..."

HTML, CSS, JS files still use the appropriate editors.

In another workspace I have, I can use the JSP editor without a problem.
I have been using Eclipse 3.2.2 and WST 1.5.3. (Also using JST 1.5.3 if
that's relevant)

Any ideas what could cause JSP editor ONLY to cease being available?
