For big variances of values (see example attached) using a bar chart, the bars with lower value are for some chart sizes not displayed or almost not visible.

Is there any solution for this, like set minimum bar height or introduce a squiggly line in the middle of the Y axis so that the majority of the values can be looked properly, regarding the example attached we could have <500 items completed and >9000 items completed

Currently we do not have a tear style chart, but have you looked at
using a logarithmic scale? Select the y-axis on the third tab of the
chart wizard and change the type from linear to logarithmic.
