When exporting my product, I get this message:

Processing inclusion from feature org.eclipse.pde.container.feature: Bundle org.eclipse.core.runtime.compatibility.registry.nl_ru_3.7.0.v20110709043402 failed to resolve.:
Host plug-in org.eclipse.core.runtime.compatibility.registry_0.0.0 has not been found.

I have org.eclipse.core.runtime.compatibility.registry in both product.product (without a specified version) and in the target platform (the actual version is 3.5.0v20110505). org.eclipse.core.runtime.compatibility.registry.nl_ru doesn't have a minimum or maximum host version specified.

What could be the problem?

The problem seems to be that org.eclipse.core.runtime.compatibility.registry is in fact not a plug-in but itself a fragment. Don't know why Babel defines its fragments this way.
