All Eclipse Foundation projects must follow the Eclipse Development
Process, see

The quick and short answer is that have to earn the right to be
contributor. On other projects, I seen this done via doing code patches,
bug fixes and etc. On the WTP project, there are people that have a
related open source project or plug-in and have donated it to the WTP
project and became contributor this way. I would expect this project to
follow this process.
