Download JSF implementation libaries isn't working [message #499060]

I am having an issue specifying the JSF implementation libraries in a new dynamic web project. When I click on the icon to 'download library', a dialog box with a progress box runs for 2-3 minutes, then finally finishes with an empty list.

Does anyone have any ideas as to what could be happening? What is really going on in the background when this download is occuring? Is Eclipse trying to connect to download sites via http or something? Any help would be appreciated.
