When I open Eclipse SDK and go to File>New>Other I do not see XML tree of
items in there.
I am trying to follow the tutorial at
http://wiki.eclipse.org/index.php/Introduction_to_the_WSDL_E ditor however
I think I missed some package I was supposed to download.
So far I have the following packages extracted into the eclipse directory.
dtp_1.5.2_022008.zip
emf-runtime-2.5.0M3.zip
emf-sourcedoc-2.5.0M3.zip
GEF-SDK-3.5.0M3.zip
wtp-S-3.1M3-20081107233958.zip
wtp-wst-S-3.1M3-20081107233958.zip
Any help would be much appreciated.

Agreed, but if you do want to keep working with the 3.1 stream,
you'll also need the xsd-runtime download from the modeling project.
Additionally, you'll only need the wtp OR wtp-wst download, not both.
