Try looking at org.eclipse.ui.browser. This is part of the Eclipse Platform.

Hi,

I have gotten answer from Wayne Beaton:

I believe that it's part of the Web Standard Tools project (under WebTools).

If you hit CTRL+3 and type "open web browser", you'll find the command.

You can also add it to your perspective using the "Window > Customize Perpective" menu
option, switch to the "Commands" tab, and tick the "Web Browser" command group.
