What is the "speaker agreement" for EclipseCon? It would be nice if
there were a link to it on the web site.
Related to this agreement, what happens if I submit a talk, it gets
accepted, and then my employer tells me that there's no funding to
sponsor my trip (I can't participate unless my employer sponsors my
trip)?

You're correct, that would be a good thing to have - I've filed a bug to
track that feature request:

In the meantime, you can review the Eclipse Summit Europe 2008 speaker
agreement - the EclipseCon 2009 agreement will be very similar/almost
identical.

Then you/we will have to cancel your talk. That's happened a few times
in the past. It is awkward for the program committee because they've had
to reject other talks to accept yours so it would be best to get
approval to attend before signing the speaker agreement.
