Why jubula waiting for Unlimited time while checking for the text is correct or not.

I am going to paste the structure of my test cases as this same test case is working fine with the other test suites as i am reusing it again and agian.If i have 10 test cases than some times it is coming at step 6 sometimes it is coming at step 9 so u could not guess when it will come.I have also given the test suites structure
