There is a Revision Properties view which allows to edit revision properties
including comments.
You can access it in the following way:
- access History View. You can do it by calling "Show History" action, e.g.
from Synchronize view or from Package Explorer, for any resource which is
under version control(SVN).
- select needed revision in History view and right click, then call "Show
Revision Properties" action. As a result you'll have "Revision Properties"
view where you can add new or edit existing revision properties. For
instance, you'll have svn:date and svn:log properties, where svn:log
property corresponds to comment.
Probably it could be useful:
Just for testing I also tried pre-revprop-change hook script from your url
and it works for me. But when I checked in Tortoise SVN whether comment
really changed, I got that comment didn't change.
This happens because Tortoise SVN caches comments and when I deleted
cache(Settings/Log Caching) I got my updated comment.

This works perfectly. But I have problem with encoding of czech and slovak letters
ěščřžýáíé etc, but in History view I haven't any problem.
Do you know wabout this bug ? Or I can create an issue.
